Buses are often crowded, but run often and more-or-less everywhere for ¥1. Most are air conditioned. If the bus you require is packed just wait until the next one, or the one after, it should only take 5–10 minutes, being stuck on a dangerously overloaded bus with several dozen/hundred people sweating all over you is an experience best avoided, especially in the summer months.
